Development of inclusive education in higher education institutions of Uzbekistan

Abstract. The ratification of the UN Convention on the Rights of Persons with Disabilities by the Republic of Uzbekistan in 2021 marked a new stage in the development of the national education system, aimed at implementing the principle of accessibility for individuals with disabilities. This article analyzes the current state of inclusive education in Uzbekistan’s universities. Based on a review of the regulatory framework, scientific publications, and other materials, the main challenges related to physical and pedagogical accessibility, staff training, and social barriers are identified. Particular attention is paid to the interconnectedness of inclusive education at different levels of education: without the effective development of inclusion in preschools and schools, its successful implementation in higher education is impossible. The conclusion presents measures aimed at building an effective inclusive educational environment.
